Local Road Safety Plan
This project is funded by the Safe Streets and Roads for All (SS4A) Action Plan Program in combination with matching funds from County of Monterey Measure X.
A Local Road Safety Plan (LRSP) is a comprehensive data-driven safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads. The plan includes identifying citywide emphasis areas (such as impaired driving or active transportation) that represent a large proportion of traffic injuries. Identifies site-specific case studies that are representative of other locations in the city for a more detailed audit and focused countermeasures. Review of citywide policies, programs, resources, and practices that may impact traffic safety, and then identify opportunities to align with safety best practices.
An updated Local Road Safety Plan is a requirement for many transportation safety grant programs, such as the Highway Safety Improvement Program (HSIP).

These 10 locations were identfied as case study locations due to the number of collisions, over representation of collisions, type of collisions, or severity of collisions.

Collision reports include important information for determining tends such as the primary collision factor or primary cause of the accident, severity of injury, and collision type.
The graph below shows collision types by year which occurred in the City of Monterey between 2019 and 2023. Collision type is a general description of the type of collision which was the first event, for example if a driver rear-ends the car in front of him, it would be considered a rear-end crash type. If the car that rear-ended, gets pushed of the road and hits a sign, although the car hit an object the overall collision type is still rear-end not hit object.
The graphs below the Crash Injury Level by year and for the overall time period of 2019 to 2023. The majority of collisions which occur in the City of Monterey are Property Damage Only (PDO), this accounts for nearly 70% of total collisions in the City of Monterey. In comparison, the Fatal and Severe collisions account for two percent (2%) of the total collisions.

The map below shows bicycle and pedestrians collisions which occurred in the City of Monterey between 2019 and 2023. Bicycle and Pedestrian Collisions are of interest as bicycle and pedestrian collisions can result in a higher severity collision as vulnerable road users.
The map below shows fatal and severe injury collision which occurred in the City of Monterey between 2019 and 2023. The Local Road Safety Plan and the City's Vision Zero Policy specifically focus on reducing fatal and severe injury collisions to zero.
The map below shows the crash network screening analysis for the City of Monterey between 2019 and 2023, this map shows the frequency of collisions for intersections and for the roadway segments between intersections.

Safe Streets and Roads for All Grant
Local Road Safety Plan has finished this stageIn September 2022, the City applied for a Safe Streets & Roads for All Grant from the Action Plan Program. The City requested funds for a Citywide Local Road Safety Plan. In January 2023, the City was notified that they were awarded a grant of $200,000 from the first cycle of funding. The City executed the agreement and was authorized to proceed with the next step in August 2023.

Request for Proposals for the City of Monterey Local Road Safety Plan
Local Road Safety Plan has finished this stageIn December 2023, the City received five proposals for by consultants for the Local Road Safety Plan Project. The City awarded the project to Kimley-Horn & Associates in January 2024.

Draft Local Road Safety Plan
Local Road Safety Plan is currently at this stageThe City kicked off the Project with Kimley-Horn in April 2024, and is working toward a draft Local Road Safety Plan. The City has hosted the first public outreach event November 2024 and has the second and final public meeting tentatively scheduled for February 2025.
