Improving Residential Parking in 2026!
The City of Monterey is introducing updates to the Residential Parking Program making parking more convenient and efficient for our residents. See map of residential permit zones.
The new online portal will allow residents to create accounts, apply for permits, upload supporting documents, and manage their vehicles, including adding, changing, or removing them as needed. This technology will also improve how our staff manages the RPP Program, enabling smoother operations both behind the scenes and in the field. Ultimately, modernizing the program will provide a more convenient experience for residents and improve service for RPP neighborhoods. We understand that some residents may prefer in-person assistance, and our office will still be available for support for those who choose to visit us in person instead of online.
Updated Residential Parking Permit Program: What to Expect - also see Facts Sheet The Residential Parking Permit (RPP) Program is being implemented in phases based on existing permit expiration dates. This phased approach allows the City to work directly with each neighborhood and provide a smooth transition. Residents who receive a notice are asked to register to indicate whether they would like the Residential Parking Permit program to continue on their block. If a neighborhood receives sufficient participation, the program will continue and permits will be made available for purchase at a later date. If a neighborhood does not receive enough participation, the program will expire and parking will return to standard citywide rules. Registration is free and does not require a permit purchase. New Monterey and Cannery Row
Initial notices mailed in January 2026
A second notice will be mailed February 9, 2026 to provide an additional opportunity to register
Registration is required to confirm whether residents want the RPP program to continue in this neighborhood
Existing permits and guest passes remain valid through April 30, 2026
Old Monterey and Downtown Residential Neighborhoods
Notices will be mailed by Friday, February 13, 2026
Requalification outreach for these neighborhoods will begin upon receipt of the mailed notice
No action is required until residents receive their notice
Oak Grove
Oak Grove permits remain valid through December 31, 2026
Requalification outreach for Oak Grove is anticipated to begin in summer 2026
No action is required at this time

On November 4th the City Council voted to roll out the modernized and updated RPP program starting in 2026.
January & Febuary 2026 - Letters Mailed
Residential Parking Program Improvements is currently at this stage
January–February: Letters are mailed to existing RPP zones with requalification information, beginning with Cannery Row, then New Monterey, and followed by Old Monterey. All registered addresses will receive a letter explaining the updated program and registration process. Links to letters below! Late 2026: Other zones may opt in or opt out of the program.
Friday Febuary 6th, 2026 - Deadline to Register for CR and New Monterey

Cannery Row and New Monterey addresses have until Friday, February 6 to register on the new Parking Portal. Registering an account and submitting the required verification documents indicates an interest in moving forward with the updated Residential Parking Permit (RPP) program.

Beginning February 7: The Parking Division will review registrations submitted through the new Parking Portal. If more than 50% of addresses within a four-block contiguous area have registered, the updated Residential Parking Permit (RPP) program will move forward in that area. If fewer than 50% of addresses have registered, posted time limits will be removed and the area will no longer operate under an RPP program.
