We have built this page on the Have Your Say Monterey engagement portal to help us stay connected and engaged through this process. We need to hear from our community about housing needs. This page includes a timeline - including dates our staff will be at community events to meet you; a survey; meeting dates for City Council updates, and much more. We all know housing is a big topic, not just in Monterey, but in California. Working together we can solve some of our biggest housing and other community challenges.--------------------------------------------------Introduction The City of Monterey (City) has the goal of creating a community that effectively invests in their residents as recipients of the Community Development Block Grant (CDBG) from the US Department of Housing and Urban Development (HUD). The Consolidated Plan (Consolidated Plan) is a five-year strategic plan to address community development and housing needs that are specific to the City. The City utilizes the Consolidated Plan to allocate maximum efforts, including programming and funds, towards housing and community development goals. These priorities are established through careful and considerate analysis by researching demographics of the City, housing affordability and purchasing rates, economic standards, and other important factors. An Annual Action Plan is developed every year to implement strategies to address community needs and goals developed in the Consolidated Plan process. This yearly plan describes the City&rsquo;s CDBG-related projects and activities for the upcoming Program Year (PY). The Action Plan includes proposed actions to address the objectives and needs identified in the Consolidated Plan. The City reports on accomplishments and progress of Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER) at the end of each year during the five-year Consolidated Plan cycle. The Consolidated Plan and Annual Action Plan are both required by federal law to receive grant funding. Additionally, as part of the Consolidated Plan, as a grantee, the City will submit a certification to Affirmatively Further Fair Housing, (AFFH), which requires undertaking Fair Housing Planning through the completion of 1) an Analysis of Impediments to Fair Housing, 2) Actions to eliminate any identified impediments, and 3) Maintenance of AFFH records. Finally, accomplishments and progress of meeting the goals of the Consolidated Plan are reported yearly in the Consolidated Annual Performance and Evaluation Report (CAPER).Summary of the objectives and outcomes identified in the Plan Needs Assessment Overview The analysis of data identified needs for vulnerable populations including the significant number of low income households and the need for affordable housing units. The strategy for community improvement using CDBG funds will focus on the following five broad goals:<ol><li>Improve housing opportunities for 0-80 percent AMI households through new construction and preservation of existing affordable housing stock;</li><li>Provide for a suitable living environment for all residents and income levels;</li><li>Creating affordability;</li><li>Public Infrastructure;</li><li>Economic development;</li><li>Provide optimal program administration and oversight of the CDBG program to continue planning efforts to address the needs of extremely low, very low, and low-income households and areas.</li></ol>

Community Development Block Grant Funding

This project is funded by the <a href="https://www.transportation.gov/grants/SS4A" rel="noopener noreferrer" target="_blank">Safe Streets and Roads for All (SS4A) Action Plan Program</a> in combination with matching funds from County of Monterey <a href="https://www.tamcmonterey.org/measure-x" rel="noopener noreferrer" target="_blank">Measure X</a>. A Local Road Safety Plan (LRSP) is a comprehensive data-driven safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads. The plan includes identifying citywide emphasis areas (such as impaired driving or active transportation) that represent a large proportion of traffic injuries. Identifies site-specific case studies that are representative of other locations in the city for a more detailed audit and focused countermeasures. Review of citywide policies, programs, resources, and practices that may impact traffic safety, and then identify opportunities to align with safety best practices. An updated Local Road Safety Plan is a requirement for many transportation safety grant programs, such as the Highway Safety Improvement Program (HSIP).<a href="https://haveyoursaymonterey.org/26279/widgets/92039/documents/62514" rel="noopener noreferrer" target="_blank"><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/2a97d93ac660e1ce31201cd1f05da84b18f792bb/original/1733445734/64f3f9c26e2ea4d7e03cfb679be31a3c_Slide4.PNG?1733445734" style="width: 493px;" class="fr-fic fr-dib"></a>

Local Road Safety Plan

The City has begun the process to develop an open space and parkland master plan for the Old Capitol Site with BFS Landscape. The Old Capitol Site property is comprised of three parcels and is generally located south of Highway 1.

In 1976, the Monterey Peninsula Regional Park District and Cities <a href="https://haveyoursaymonterey.org/12105/widgets/35839/documents/26748" rel="noopener noreferrer" target="_blank"><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/8e99a9b5c3a7d7b7f21e4de60a1590a0047dc1a0/original/1626363469/7ade6dd2e7cbbe0c1f0ebd163091b53f_blob?1626363469" style="width: 300px;" class="fr-fic fr-dii fr-fir"></a>of Seaside and Monterey established the Laguna Grande Regional Park Joint Powers Agency (JPA). The JPA is tasked with the long-range planning, operation and maintenance of Laguna Grande Regional Park. The current park Master Plan was adopted in 1978. Many of the site improvements have been implemented, while community interests and priorities may have changed.The JPA has contracted BFS Landscape Architects to develop a trail maintenance strategy which will enable the maintenance and enhancement of the existing trail system within Laguna Grande Regional Park.

Global warming is in the local spotlight with a transportation adaptation plan grant that will help the City of Monterey plan how to adapt the transportation infrastructure for predicted sea level rise over the next few decades. Now is the time to determine the best approach to deal with these changes, and the City wants the community to be informed and provide input.
