Council Budget-Related Actions at the February 17, 2026 Council Meeting
Budget related items the Council acted on at the Tuesday, February 17 Council meeting include: 1) Received report on Neighborhood and Community Improvement Program (NCIP) Committee’s priority voting results identifying between $3 to $4 million of prior year projects for defunding; 2) Declared a Fiscal Emergency pursuant to California Constitution, Article XIIIC, Section 2(b) to submit general tax measures to the voters at the June 2, 2026 Election to address imminent financial risks; 3) Called a Special Election to ask the voters to approve a Supplemental Transactions and Use Tax at the rate of 0.375% for nine years and request that the Board of Supervisors of the County of Monterey consolidate the election with the election to be held on June 2, 2026 and to conduct the election on the City’s behalf; and 4) Council approved staff recommendations for Mid-Year Budget Adjustments, delaying action on changes to Forestry Division positions on the Position Control List.
